The final meeting of the Northern Forum Regional Coordinators Committee, as agreed with the Organizing Committee of the XIV International Forum Arctic: Today and the Future in honor of Artur Chilingarov, will be held in St. Petersburg on December 13 as part of the Forum.

1 Walter Hickel

The Northern Forum's Walter Hickel Medal was established in accordance with the Resolution № 169 upon the initiative of the Republic of Sakha (Yakutia) with the purpose of encouraging and appreciating the most distinguished people of the North for their contribution to the development of the regions and the Northern Forum.

 

Walter Hickel was twice the Governor of Alaska (1966-1969, 1990, 1994), Secretary of the Interior in Richard Nixon's Administration, and the First Chair of the Northern Forum (1992-1994). He made an outstanding contribution to the establishment and development of the Northern Forum. The Northern Forum became the first organization of regions which gave an incentive to the establishment of a number of large international organizations and the beginning of real cooperation in order to achieve sustainable development of the Arctic and the North.

Northern Sustainable Development Forum (the Forum) is a permanent international expert platform for discussing the issues and prospects of sustainable development of the Arctic and the North.

 

The main idea of the Forum is to join global creative forces in solving the problems of sustainable development of the Northern and Arctic regions.

 

In 2015, the UN General Assembly adopted the 2030 Agenda for Sustainable Development that included 17 Sustainable Development Goals.

 

The first Forum was held in 2019 and discussed a wide range of the regional sustainable development issues in the Arctic and the North to identify the priority directions and themes for the next years. The themes of the Forums are chosen based on the sustainable development goals, with Goals 8 and 17 being present at all Forums.

 

In 2020, the main theme of the Forum was the development of transport infrastructure in the Arctic and the North (Goal 9).

 

The main theme of the 2021 Forum: Climate Change and Permafrost Response (Goal 13).

 

The main theme of the 2022 Forum: Energy of the Arctic: New Challenges – New Solutions (Goal 7).

ARCTIC RESILIENCE: REGIONS, CITIES AND COMMUNITIES

 

Arctic and northern regions of the world are facing major challenges associated with rapid climate change and degradation of natural ecosystems, growing threats to the populations of many flora and fauna species, and increased industrial development while preserving the traditional way of life of indigenous peoples.

 

What do we mean by the resilience of the Arctic and the North? Does this concept concern only human-influenced natural ecosystems or are we considering it from a holistic perspective? First of all, we are talking about a human living in these harsh lands and treating the environment carefully, knowing how fragile the nature of the Arctic and the North is and how long it takes to recover from wounds. The resilience of human and nature is closely related to the development of regions, cities, villages and indigenous communities.

 

Which development path will ensure harmony between exploration and conservation? What is the role of each person, urban or rural settlement, and region in improving the quality of life, creating comfortable conditions for residents, taking into account the need to mitigate environmental damage, preserve and enrich biodiversity? Are there successful practices in the world that can be applied to various extents in the conditions of the Arctic and the North? To secure true resilience of the Arctic, as a macro-region that affects the life of the entire planet, it is necessary to ensure an effective and constructive synthesis of government, business, science, education, and indigenous communities.

 

The main theme corresponds with SDG 11.

The Forum will be a hybrid event (offline/online).

 

Simultaneous Russian-English interpreting is provided.

The Forum’s detailed agenda will be posted on the website after the Forum’s Directorate has reviewed and the Organizing Committee has approved the proposals on arranging the events within the Forum. The Organizing Committee reserves the right to select the events to the Forum’s agenda.

 

PROPOSING THE EVENTS

 

The applications for the events can be submitted on the Forum’s official website. The events have to address the main theme or the themes of the main blocks.

 

Application deadline – September 1.

 

No applications can be submitted after this date.

 

The organizers shall be responsible for making the agenda, the lists of speakers and participants, and for collecting the materials.

 

The agenda, the lists of speakers and approved events shall be made before September 15.

 

The organizers of the events shall coordinate their activities with the Forum’s Directorate in terms of the events’ agenda and with the Forum’s Operator in terms of technical arrangements and logistics.

 

The Operator of the Forum shall identify the venues and arrange the required equipment and simultaneous interpreting (as required), as well as centralized booking of accommodation and transportation.

 

TERMS OF PARTICIPATION

 

All participants must pay a registration fee. To this end, a free participation quota is given to the member regions and business partners of the Northern Forum:

 

Regions – 20 quotas

 

Business partners – 2 quotas

 

Northern Youth Forum – 20 quotas

 

Giving free quotas to the participants from the NF member regions shall be coordinated with the NF Regional Coordinators.

 

For students and postgraduate students, the participation in the Forum is free.

Personal attendance

 

The registration fee is RUB 5000; it includes handout materials, transfers from and to the airport, coffee breaks and sightseeing.

 

For early birds, the full package is RUB 3500.

 

Online participation

 

The registration fee for the Russian Federation nationals is RUB 1000.

 

The registration fee for other countries’ nationals is USD 50.

 

For early birds, the registration fee is RUB 600 and USD 35 respectively

The registration fees in RUB can be paid to the account of the Northern Forum Academy, on whose basis the Northern Forum Secretariat – Forum’s Directorate operates.

 

The registration fees in USD can be wired to the account of the Arctic Portal (Akureyri, Iceland), operating as the Northern Forum Office in Iceland.

 

The registration fees from those attending personally can be paid in cash at the Northern Forum Secretariat – Forum’s Directorate.

The registration is open until the Forum’s closing.

The Northern Forum Foundation operates according to Icelandic Act no. 119/2019 on non-profit organisations, registered in Akureyri, Iceland, operating across borders.

The purpose and objectives of Northern Forum Foundation is to raise funding, fund and support activities and projects that benefit sustainable development and better living for the people and peoples of the North and their societies, including in: education; culture; innovation; responsible business development; empowering the youth; health; science and for the environment; as per the objectives and strategy of the Northern Forum Organisation and as agreed by its members.

The Northern Forum Foundation intends to achieve its purpose and objectives by raising funds based on its merits from the Global international community, private and public, including: individuals; organisations; associations; companies and governments; through funding applications, fundraising campaigns, sponsoring agreements and partnerships based on active communication, outreach activities and events, executed in coherence with the objectives and strategy of the Northern Forum.

Dear friends, 

 

In 2021, the Northern Forum celebrated its 30th Anniversary. Lapland was elected to fulfill the responsibilities of the Chairmanship from April 2021 until April 2023 in the Northern Forum XIV General Assembly held in Naryan-Mar, Nenets Autonomous Okrug in April 2021. It is a great honor for me to follow in the footsteps of Hannele Pokka, latest Lappish chairman of the Northern Forum 2001-2005. 

 

The Northern Forum has been a very important part of the Arctic and Northern regional cooperation all 30 years of its existence. The Northern Forum mission of improving the quality of life and supporting regional sustainable development and the principles of public diplomacy, independence and equality, among the others, are in high priority also for Lapland. 

 

The year 2021 was a second year defined by the coronavirus (COVID-19) pandemic, which – beyond its health threat – significantly limited the possibilities for cooperation, traveling or meeting each other. However, the Northern Forum had moved into “crisis mode” already in 2020 and managed to develop new solutions to organize events and continue working and interacting with each other online. During this hard period, the Northern Forum member regions have demonstrated a high level of engagement to the cooperation. 

 

During the past 2021 year, the Northern Forum has successfully implemented and organized a large number of events and actions. 

 

The biggest impact was the III Northern Sustainable Development Forum, which took place in Yakutsk September 27-30. The Forum was held in a hybrid format, altogether 76 events in four days. The events were plenary sessions, panel discussions, roundtables, webinars, scientific conferences, workshops, project presentations, exhibitions, tours, cultural events, and side-events. I express my deepest gratitude to the Secretariat of the Northern Forum for making this possible. 

 

The Northern Forum Development Strategy 2030 provides for the creation of the Institute of Northern Forum Goodwill Ambassadors. The first seven Goodwill Ambassadors were nominated during the III Northern Sustainable Development Forum. Congratulations to all the Goodwill Ambassadors! We look forward to close cooperation. 

 

Project activity is one of the most in-demand activities, which can bring a tangible effect for the participating regions and business partners. There are four projects, the work on which has been carried out during 2021. 

 

Financing of the Northern Forum is based solely on membership dues, which constantly creates some instability. There is a need to create sustainable financial instruments for supporting the most important activities like projects. In the end of 2021 a foundation will be registered in Iceland in order to collect extra funds for northern cooperation. 

 

The Northern Forum has a status of Observer in the Arctic Council and it is the only nongovernmental organization for interregional cooperation in that role. Under the Chairmanship of the Russian Federation in the Arctic Council, The Northern Forum has been invited as an organizer and partner of a number of MIKA RIIPI Chair, The Northern Forum County Governor of Lapland, Finland 5 major international events. These initiatives will increase the role of interregional cooperation and will give a possibility to increase also the role of regions in the Arctic Council. 

 

It is impossible to predict the future – how the pandemic will develop and how it may affect next years’ work. Nevertheless, already this year has shown that the common background for collaboration is strong and we´ve achieved a lot despite the restrictions and difficulties on traveling. 

 

I´M VERY CONFIDENT THAT WITH THIS SAME SPIRIT WE WILL BE SUCCESSFUL ALSO IN THE FUTURE!  

In accordance with the Northern Forum Development Strategy 2030, the Institute of Northern Forum Goodwill Ambassadors has been established since 2021. This status, based on a decision of the Board of Governors or the Regional Coordinators Committee, is granted to state and public figures, prominent figures in science, education, culture, arts and sports who support the Northern Forum mission and international interregional cooperation to achieve sustainable development.

 

Goodwill Ambassadors contribute to the dissemination of knowledge about the mission and activities of the Northern Forum, the development and promotion of joint projects of various directions and levels, and the organization of various events to unite the efforts of regions, municipalities, and communities aimed at achieving sustainable development and peaceful creative cooperation.

However, the rapid melting of the Arctic’s sea ice has opened the door to the possibility of gaining natural resources, forging new trade routes, and establishing military bases. But as with any geopolitical opportunity, there is opportunity for conflict in the Arctic as well. How will the international community respond to signs of greater investment in and militarization of the Arctic, and what is the likelihood of conflict in the region? This month's Arctic Business Relations meeting focuses on economic opportunities for Arctic communities, how to build reputation and partnerships. The owners of companies with an impeccable reputation, representatives of reindeer herders association, commercial and industrial companies, business associations, and regional administrations spoke at the meeting. An active and productive dialogue took place, giving a lot of ideas for the development of cooperation.

X General Assembly of the Northern Forum

The Pyeongchang Declaration was signed in the tenth General Assembly (South Korea).

At the meeting of the Council of Governors, a new presiding region of the Northern Forum international association was elected - it became the Republic of Sakha (Yakutia). Thus, the chairmanship of the Northern Forum passed from two Canadian regions - the Yukon and Nunavut to the region of the Russian Federation, which will head the association from 2011 to 2013.
The General Assembly was attended by delegations from the Canadian provinces of Nunavut, Quebec and the territory of Yukon, the US state of Alaska, the Japanese prefecture of Hokkaido, the Chinese province of Heilongjiang, the South Korean province of Kangwon, as well as the Khanty-Mansi Autonomous Okrug - Ugra and the Republic of Sakha (Yakutia).

The highest governing body of the Northern Forum is the Board of Governors, which in the 1990s was also called the Board of Directors. Since the beginning of the 21st century, the name Board of Governors has been adopted.

 

The Board is headed by a chairman. Depending on the number of member regions in certain periods, vice-chairmen are elected. At the beginning of history, there were 5 deputies by geography: North America, Northern Europe, Asia, Western and Eastern Russia. Currently, the Board of Governors elects one vice-chair.

 

In 1994, in recognition of the service of Alaska Governor Walter Hickel, the honorary position of Secretary General was created, in which he served until the end of his life.

 

The Northern Forum Advisory Council, which included former Northern Forum Chairs, also functioned for a time.
