Third Northern Regions Conference

📍 September. Anchorage, Alaska, U.S.A.

With the Soviet Union opening up, 600 delegates recommended the establishment of a permanent regional organization. The Northern Forum was conceived as the "Voice of Northern Regions."

The First General Assembly

📍 October. Tromsø, Norway

The Tromsø Declaration was approved, aligning the Forum with the UN's 21st Century Agenda. This year also saw the entry of Sakhalin Oblast as a member.

1994: Global Recognition

UN Accreditation & Walter Hickel

The Northern Forum was accredited to the United Nations as an NGO. Walter J. Hickel became General Secretary, driving the opening of Secretariat branches across the North.

Hickel served as General Secretary until 2010, shaping the international polar agenda.

1996

Observer Status & Northern Farming

The Forum was granted permanent observer status in the Arctic Council. In Yakutsk, the I International Congress on Northern Farming was held, launching the reindeer breeding project.

Priority Project: Reindeer breeding of the People of Arctic and North – preserving genetic funds and management forms.

1998 — Rovaniemi

Secretariat Move

The hub moved from Norway to Rovaniemi (Finland). John Doyle was appointed Executive Director to lead the transition.

1999 — St. Petersburg

New Membership

St. Petersburg officially joined the Forum, strengthening the network in the North-Western part of Russia.

The Northern Forum Schools Association an interregional association of secondary general education organizations of the Northern Forum member regions, as well as the regions interested in cooperation with the northern and Arctic regions, and is a structural subdivision of the International Organization of Northern Regions "The Northern Forum".
