The tenth General Assembly marked a historic shift with the signing of the Pyeongchang Declaration. A key outcome was the election of a new presiding region. The chairmanship passed from the Canadian regions of Yukon and Nunavut to the Russian Federation, which headed the association from 2011 to 2013 (Republic of Sakha Yakutia).

Returning to the Sakha Republic, the twelfth General Assembly was held in November. The primary outcome of this high-level meeting was the signing of the Yakutsk Declaration, which further defined the collaborative goals of the Northern Forum members.
