Lake in Yamalo Nenets Autonomous Okrug, Russia

SM Pilyasov

«People who go to the North, to the Arctic with a glint in their eyes, with the energy of youth, with optimism, with a culture of optimism, they are certainly more successful than their peers who stay. Because career opportunities in the North, in the Arctic, are many times greater. This was the case in Soviet times, and it remains the case today».

Participants realized that sharing solutions for climate-specific issues could vastly enhance the way of life for all residents of the North. Delegates vowed to work diligently as a whole on issues of shared importance.

"It is earnestly desired that this conference will produce fruitful results for the happiness of all peoples living in northern regions..." — Governor Dougakinai

The seeds for the establishment of the Northern Forum were planted.

1979

Second International Conference On The Human Environment in Northern Regions

📍 September. Edmonton, Alberta, Canada
Edmonton Conference

The focus shifted to human settlements. Sessions addressed urban growth, resource development towns, and enhancing the livability of existing northern cities.

Policy makers from 22 governments gathered to improve quality of life. Premier Peter Lougheed expressed hope for deeper cooperation, but progress remained slow until 1990. Notably, Russia's vast Northern Territories were not yet able to participate.

Key Areas of Discussion:

  • Balancing natural resource development with environmental protection
  • Urban growth and planning for rapid settlement expansion
  • Improving livability in high-latitude climates
