From November 19 to November 21 in Yakutsk the Scientific and Practical Center Phthisiology, Regional Public Organization Association of Phthisiatricians of the Sakha Republic (Yakutia), with the support of the Ministry of Health of the Sakha Republic (Yakutia), the International Organization of Northern Regions “Northern Forum” and North-Eastern Federal University held an interregional scientific-practical conference “PREVENTION OF DISTRIBUTION OF TUBERCULOSIS INFECTION IN CIRCUMPOLAR REGIONS OF RUSSIA. CURRENT PROBLEMS OF COMBINED INFECTIONS (HIV / TB / Hepatitis)”.

The conference was attended by leading experts of Russian Federation’s tuberculosis service:

Valentina Aksyonova, MD, Professor, Chief Freelance Specialist Phthisiopediatrist, Ministry of Health of the Russian Federation; Member of Russian Association of Phthisiatrician;

Olga Nechaeva, MD, Professor, Head of Federal Centre for TB monitoring and control in Russian Federation, Federal Research Institute for Health Organization and Informatics of the MoH, Russian Federation;

Vladimir Krasnov, MD, Professor, Director, Novosibirsk Tuberculosis Research Institute, Ministry of Health of the Russian Federation; Head, Department of Phthisiology, Faculty of Postgraduate Education, Novosibirsk State Medical University; Chief Physician of the Russian Association of Phthisiatrists, Ministry of Health of the Russian Federation;

Mikhail Sinitsyn, PhD, Deputy Director for Scientific, Organizational and Methodological Work, Scientific and Practical Center for Tuberculosis Control, Moscow.

On November 19, 2018, a Round Table was held on “Organization of Preventive, Accessible and Specialized Medical Care for Population of the Arctic and Northern Regions” dedicated to memory of prominent health care organizer and scientist, Professor Mikhail Tyrylgin.

Vladimir Chichiginarov, Chairman, Standing Committee on public health, social protection, labor and employment, State Assembly (Il Tumen) of the Sakha Republic, welcomed participants of the Round Table, stressed the importance and timeliness of the event, noted important points for improving current situation in the Sakha Republic, highlighted a need to work on the legislative framework at the state level, talked about a preservation of tuberculosis care in the Arctic and Northern areas with low population.

Lyubov Yavlovskaya, Deputy of the Il Tumen representing a group of Arctic and Northern regions; Deputy Chairman of the Committee on Health, Social Protection, Labor and Employment; member of the Committee on Science, Education, Mass Media and Affairs of Public Organizations of the State Assembly of the Sakha Republic (Yakutia) (Il Tumen), shared memories about Mikhail Tyrylgin, who was a bright representative of indigenous people of Yakutia, a prominent organizer of health, and stressed the need to continue and strengthen preventive work to combat tuberculosis in modern conditions.

During the Round Table M. Vinokurova, MD, deputy director for science, Sakha Republic Applied Research Centre for Phthisiatry, briefed all participants on contribution made by Mikhail Tyrylgin to development of anti-tuberculosis measures and phthisiology science of the Sakha Republic (Yakutia). An interdisciplinary approach to improving qualifications of medical workers, integrating medical science and practical public health were discussed, according to reports of N.Savvina, MD, Professor, North-Eastern Federal University, S. Sleptsova, MD, Professor, Deputy Rector for Research, North-Eastern Federal University, and N. Gulyaeva, PhD, head, course of phthisiology, North-Eastern Federal University. O. Nechaeva, MD, Professor, Head of Federal Centre for TB monitoring and control in Russian Federation, Federal Research Institute for Health Organization and Informatics of the MoH, Russian Federation, made a report on the effectiveness of mass preventive examinations for population on tuberculosis. A.Kravchenko - MD, Director, Applied Research Centre for Phthisiatry, the Sakha Republic, L. Yakovleva - Ph.D Applied Research Centre for Phthisiatry, Natalia Oshchepkova - Ph.D. Applied Research Centre for Phthisiatry , Sergey Kirsanov - head of the tuberculosis dispensary Bulunsky Rayon Central Hospital, spoke on the specifics of antituberculosis work organization in the Sakha Republic.

A Plenary Session “PREVENTION OF DISTRIBUTION OF TUBERCULOSIS INFECTION IN CIRCUMPOLAR REGIONS OF RUSSIA. CURRENT PROBLEMS OF COMBINED INFECTIONS (HIV / TB / Hepatitis)" was held on November 20, 2018.

The conference was opened by Deputy Minister of Health of the Sakha Republic (Yakutia), Lyudmila Verbitskaya, she highlighted problematic issues that need to be addressed together with Russian federal structures.

Mikhail Pogodaev, Executive Director of the Northern Forum Secretariat, welcomed the participants, thanked them for their participation in Northern Forum's projects, and noted priority directions in preserving health and improving lives of small minorities of the North.

Nikolay Gogolev, Director of the Medical Institute, NEFU, in his welcoming speech noted high relevance of the event, expressed gratitude for joint work and fruitful cooperation.

Alexander Kravchenko made a report on problematic issues of implementing the WHO-TB Global Strategy in the Sakha Republic (Yakutia). Also a report on topic "Interdepartmental Interaction - Key to Effective Tuberculosis Measures" was presented by Anatoly Kornilov, Ph.D., Deputy Director for Prevention and Control of Tuberculosis, Applied Research Centre for Phthisiatry

Valentina Aksenova, chief pediatric TB doctor, Ministry of Health of the Russian Federation, took part in the conference with a report entitled “Current issues of tuberculosis care for children and adolescents in the Russian Federation”. Vladimir Krasnov, MD, professor, director of the FSBI NNIIT, Ministry of Health of the Russian Federation, chief TB doctor of the Ministry of Health of the Russian Federation for Siberian and Far Eastern Federal District, Novosibirsk, spoke about peculiarities of epidemic situation on tuberculosis in Siberia and the Far East. Deputy Director for Scientific, Organizational and Methodological Work, Moscow City Scientific and Practical Center for DZM Tuberculosis Control Mikhail Sinitsin made a report on the new model of organizing tuberculosis care in Moscow, taking into account an extensive experience of medical and social care for patients with tuberculosis and a high level of preventive work among socially vulnerable groups of the population, HIV-infected, migrants, people with homeopathy and others. Anton Zarbuev, MD, chief, "Republican Clinical TB Dispensary" of the Republic of Buryatia, and Marina Komkova, Regional Clinical TB Dispensary, Petropavlovsk-Kamchatsky, shared their experience in organizing tuberculosis care.

On November 21 the Sakha Republic's TB specialists were trained to work with the Federal Register of Persons with Tuberculosis at the School of Practical TB Clinic.

In total, more than 160 people took part in the conference, including medical workers from 29 districts of the Sakha Republic, medical organizations in Yakutsk, the Federal Penitentiary Service, NEFU employee, etc.

The conference participants adopted a Resolution and proposals to the Ministry of Health of the Sakha Republic (Yakutia), heads of health departments, chief doctors of medical organizations of the Sakha Republic (Yakutia) to strengthen the improvement of tuberculosis measures with the participation of legislative and executive authorities of various levels of municipalities, medical organizations and socio-legal bodies in accordance with the complex climatic, geographic, transport economic and economic features of the Arctic and northern territories with extremely low population.
