First International Conference on Human Environment in Northern Regions

📍 December. Sapporo, Hokkaido, Japan

Hosted by Hokkaido Governor Naohiro Dougakinai, this inaugural conference brought together representatives from Canadian provinces, US states, and capital cities of Scandinavia. It made evident a multitude of environmental, economic and social commonalities.

Winter Forest

Participants realized that sharing solutions for climate-specific issues could vastly enhance the way of life for all residents of the North. Delegates vowed to work diligently as a whole on issues of shared importance.

The seeds for the establishment of the Northern Forum were planted.

Second International Conference On The Human Environment in Northern Regions

📍 September. Edmonton, Alberta, Canada
Edmonton Conference

The focus shifted to human settlements. Sessions addressed urban growth, resource development towns, and enhancing the livability of existing northern cities.

Policy makers from 22 governments gathered to improve quality of life. Premier Peter Lougheed expressed hope for deeper cooperation, but progress remained slow until 1990. Notably, Russia's vast Northern Territories were not yet able to participate.
