“Governance in the Circumpolar North”

A workshop was held with the Russian regions of the Northern Forum in December 2007 in Moscow to determine which areas of governance are of interest to them. The outcome of the workshop will be used to set up a Governance Working Group, who will be in charge of planning future events and exchanges in the area of governance.

The First International Workshop - 2004:
“Governance in the North”
The first international workshop on “Governance in the North” took place in Tornio, Finland in April 2004. It was organized as a joint effort by the Northern Research Forum and The Northern Forum, in cooperation with the Provincial Government of Lapland, Provincia Bothniensis (Haparanda-Tornio), the Regional Council of Lapland, the University of Lapland and the University of Oulu. Researchers, state representatives, and lawyers from Russia, Canada, Finland, Iceland, Sweden and Latvia took part in the seminar.
The purpose of the governance workshop seminar was to provide comparative analysis of the administrative models in the Northern regions, to discuss interregional development, and learn methods of application of new administrative systems at the levels of state and local governments. The relationship between regional centers and peripheral communities was examined, because in Northern regions, as a rule, much distance exists from government centers out to the remote rural regions.
The “Governance in the North” report on the process of administration in the circumpolar region summed up the seminar and contained valuable suggestions and recommendations on the improvement of particular administrative fields.
